Qualifications
Required
College diploma, in Human Resources management and/or
Industrial Relations; or equivalent
education and experience acceptable to the employer
CHRP designation an asset
Minimum three years of human
resources experience in a unionized environment in a labour relations
capacity preferred
Experience working in a healthcare or health related
environment preferred
Thorough knowledge of employment legislation
and regulations, legal principles and principles of common law applicable to
the province of Ontario
Excellent computer literacy including HRIS systems/database
and demonstrated experience with Microsoft Suite
Ability to
communicate in a clear and compelling manner
Demonstrates sensitivity, objectivity, confidentiality,
good judgment and professionalism
Excellent organizational, problem solving, negotiation,
conflict resolution, building collaboration, and decision-making skills
Dependable, competent and continued ability to carry out
responsibilities
Must be physically capable of
performing the essential duties of the position
GENERAL ACCOUNTABILITY:
Under the
supervision of the Senior Director of Human Resources provides human resources
services in the areas of employee and labour relations, corporate education and
agency work.
SPECIFIC
ACCOUNTABILITIES:
- In
consultation with the Senior Director, take the lead on behalf of the
corporation in matters of union/employee grievances, negotiation of
collective agreements, employee conflict resolution, and discipline.
- Actively
promote positive employee and union relations by communicating openly and
clearly, having regular meetings and discussions with union
representatives, and acting fair and consistent in the application of
collective agreements, policies and procedures.
- Interpret,
administer and ensure compliance with collective agreements and human
resources policies; with the assistance of managers and Directors identify
issues for negotiations and prepare for the negotiation process; direct
the processing of grievances and work towards resolution. Meets regularly with union
representatives for the purpose of contract interpretation and resolution
of grievances and conflicts.
- In
consultation with the Senior Director, provide guidance and counsel to
managers on all labour relations related matters.
- Be
alert to changes in employment legislative acts and regulations as well as
the outcomes of arbitrations and common law cases regarding labour
relations and employment law. Apply this knowledge to situations that
arise within the corporation.
- Provide
a comprehensive and effective Human Resource service through the
maintenance of training and development and other human resources programs
as assigned.
- Provide
consistent application of human resources policies, procedures, collective
agreements and legislation as it pertains to labour relations, training
and development, by monitoring activities and providing assistance and
advice to department leaders in these Human Resources functions.
- Participate
in the achievement of strategic goals and objectives as they relate to
human resources.
- Advise
the Senior Director of strategy and position on matters that may lead to
Union conflicts and costly arbitration processes.
- Under
the direction of Senior Director, Human Resources and/or CNE, work with
nursing agencies to recruit and onboard qualified nurses to the
corporation. Work closely with the
Maintenance Coordinator to ensure adequate accommodations.
- Actively
collaborate with HR team members.
- Participate
in corporate committees.
- Provide
support on Surge Education and Training.
- Other
duties as assigned.

There are approximately
750 employees distributed within five facilities, in numerous classifications,
generally assembled into support staff, professional/technical and management
categories.
This position is
continually challenged to balance the interests of the corporation with the
needs of the individual; it is charged with the responsibility for the
consistent application of policies and procedures within its portfolio to
ensure they are up-to-date in terms of organizational needs, best practices and
changes to legislation and alternatively it must recognize appropriate
exceptions and timely change.
It is imperative that
this position develop and maintain credibility and integrity with the unions,
managers and all employees regardless of status.
It is essential that
the incumbent is able to make effective recommendations and decisions when
policies, procedures and past practices are unavailable or unclear.
Negotiations and
conflict resolution are intrinsic to this position. Maintaining labour harmony
is a principle goal.
Decisions made by the
incumbent will commit the organization. Decisions of a significant nature
require discussion with and authorization of the Senior Director, Human
Resources.
