REPORTS TO (Title):

Director, Diagnostic Services


  • Member of the College of Medical Laboratory Technologists of Ontario;
  • Minimum of six years experience in a multi-disciplinary laboratory;
  • Recognized course in health care management or willingness to complete;
  • Quality Management courses/experience an asset;
  • Demonstrate high level of professional responsibility;
  • Demonstrate excellence in computer skills;
  • Good physical and mental health—a demonstrated ability to attend work on a regular and consistent basis.  Ability to work in a high stress environment;
  • Demonstrated abilities in leadership roles, effective communication, problem solving, team building, conflict resolution, decision making, managing change and group processes;
  • Must function independently, have flexibility, personal integrity and the ability to work effectively with personnel and allied services.
  • High degree of manual dexterity to coordinate fine movements, and make rapid and accurate adjustments or repairs to equipment;

BASIC RESPONSIBILITIES:

 

  • Quality Assurance lead is responsible for the development, implementation and ongoing maintenance of a Quality Management System that meets all regulatory requirements and results in standardized consistent high quality laboratory services, including SOP’s, forms, training, IQMH requirements and internal auditing.

 

SPECIFIC DUTIES:

Human Resources

 

  • Assist Director, Diagnostic Services with recruitment and hiring of new staff (MLA/MLT)
  • Assists Director, Diagnostic Services in the monitoring and evaluation of work performance of all staff
  • Communicates effectively with all staff within the department, within other departments and with external partners and stakeholders
  • Ensures that staff are kept current on trends and developments and provides opportunity for staff input on these same issues
  • Ensures staff competency by performing assessments in each discipline for all staff. Ensure any identified educational needs for staff are met and appropriate follow-up occurs
  • Maintains current knowledge of the Terms and Conditions of Employment for the Non-union Professional & Technical Group

 

Care Management

  •      Assists Director, Diagnostic Services in developing goals and objectives, and establishes and implements policies and procedures in context with overall organizational goals and objectives

 

Fiscal/Resource Management

  •     Monitors inventory and ordering of material and supplies
  •     Researches and participates in decisions to purchase laboratory equipment

 

Quality/Risk Management

  •     Develops specific goals and objectives within context of corporate goals annually in consultation with laboratory staff and Director, Diagnostic Services. Participates in preparation of annual Management review with Laboratory Manager and President/CEO for Senior Leadership response.
  •     Develops and/or participates in the development of departmental policies and procedures and ensures staff compliance of same. Reviews and updates procedures regularly ensuring current versions are available to staff.
  •     Develops standards, quality improvement plans and risk management programs for ensuring that staff practice at the highest level of care.
  •     Maintains quality control functions and continuous quality improvement within the laboratory and submits reports accordingly.
  •     Co-ordinates and maintains the Quality Management System in the laboratory as per IQMH and Accreditation Canada requirements including monitoring and documentation of activities.
  •     Assists in the development, implementation and monitoring of the transfusion medicine quality assurance program as per IQMH and other regulatory requirements.
  •     Ensures adherence to legislative standards related to the installation, operation and maintenance of diagnostic equipment.
  •     Demonstrates an awareness of the legal/ethical implications for health care practice and seeks appropriate resource support for risk management
  •     Carries out all work assignments safely and is knowledgeable of, and in compliance with relevant regulations, policies and procedures. (ie. Occupational Health and Safety Act).

 

Organizational and Professional Development

  •     Practices “team skills” (discussing, collaborating, recognizing, respecting) to ensure an integrated approach to patient care
  •     Acts as a resource to the physicians, nurses and other members of the interdisciplinary teams and staff.
  •     Functions as a professional resource and role model, understanding relevant procedures and technological advances.
  •     Establishes and ensures the maintenance of a positive work environment in which staff are encouraged and expected to achieve their full individual and team potential
  •     Supports the role of Riverside Health Care as a learning facility by welcoming new learners.
  •     Other such duties which may be required from time to time by the Director, Diagnostic Services or President and CEO.

 

HOURS OF WORK:

This is a full-time position with a rotating schedule which will involve a combination of Administrative time and Time on the bench working scheduled MLT shifts. There may be times when as an MLT you will be required to work evenings, weekends, and be on call.

CONDITIONS OF EMPLOYMENT:

The Quality Assurance Lead position requires commitment to quality activities which may not be directly compensated. The management pay scale recognizes the requirement.
